President Bush nominated Army General Colin Powell as the Chairman of the Joint Chiefs of Staff on 10 August. Powell was confirmed and became the first black to hold the post. Powell later played a significant role in the operational planning of the Panama invasion and Desert Shield and Desert Storm parts of the Persian Gulf War.
