In 1982, President Reagan took up the mantle of strategic arms talks with the Soviet Union. In a marked departure from the SALT negotiations, Reagan renamed the discussion Strategic Arms Reduction Talks. The negotiations ultimately proved successful, as the U.S. and USSR signed an accord in 1991.
