promoted artistic connoisseurship and attempted to invest the debate on the picturesque with greater moral seriousness, in his daily duties as a Herefordshire landowner he was committed to progressive agricultural reform and the development of local networks of support that would be of benefit to cottager and landlord alike, and which would bolster regional security at a time of threat from abroad.
