Frances Moore, the eldest daughter of Mary Knowles Moore and the Anglican clergyman the Reverend Thomas Moore of Stubton, Lincolnshire, was baptized on January 24, 1724. Her actual date of birth is unknown. When her father died in 1727, her mother moved with her and her two sisters, Sarah and Catherine, to live with Mary's mother in Peterborough. Frances's grandmother died in 1736 and her own mother died in 1737. The three sisters then went to live with their aunt, Sarah, and uncle, Roger Steevens, the curate at Tydd Saint Mary, Lincolnshire. Although Catherine died in 1738, Frances and her sister Sarah lived at Tydd until they were adults.
